Job description
The Consultant will work primarily in humanitarian aid, civil protection and home affairs, analysing policy areas with strong analytical, writing and organisational skills. Quantitative data analysis skills are an asset.
The role involves primary data collection through various research methods, reviewing and compiling secondary data and carrying out qualitative and quantitative data analysis for research and evaluation reports.
The Consultant will coordinate and/or manage projects of moderate size.
The Consultant will work on multiple projects concurrently, interacting with all levels of ICF staff and external stakeholders during workshops and events.
Main responsibilities
Undertake high‑quality research and data collection and analysis activities.
Conduct qualitative and quantitative analysis (Excel essential).
Support study design and delivery by drafting parts of inception deliverables (evaluation questions, intervention logics, theory of change, data collection and analysis plans).
Arrange, conduct and facilitate interviews, surveys and focus groups.
Develop, conduct and analyse case studies across thematic areas in humanitarian aid, civil protection or home affairs.
Assist with report‑writing and presentations.
Contribute to the preparation of tenders and reports for the European Commission and other EU clients.
Support online and, when required, in‑person client meetings and site visits.
Collaborate closely with other project teams, external partners and stakeholders.
Essential requirements
Master’s degree in social science or a related discipline.
More than four years of experience in public policy in humanitarian aid, civil protection or home affairs. Prior experience with policy research studies and evaluations for EU institutions is an advantage.
Experience applying a variety of research and evaluation methods (qualitative and/or quantitative), impact assessments and feasibility studies.
Knowledge of the European policy‑making process and EU institutions.
Excellent writing, editing and proofreading skills.
Fluent in English; proficiency in at least one additional European language is an asset.
Proven ability to work in multinational and multidisciplinary teams.
Advanced computer skills for research and data analysis (Microsoft Office suite, particularly Excel).
